You using IE? Either way, its odd that the server is up, but effectively denying the public access to the pages. Since the site didn't really consist of more than an index page before, I'm inclined to think the file was renamed or removed. Hopefully it is because a "better" page is being created.

Account probably lapsed
My experience has been that you see this when the site's Web provider or ISP has shut off the account. It may have lapsed due to a variety of reasons. If possible, you can use archive.org's wayback machine to look at the site the last time it worked to seek contact info.
