Well since no empire exists, clearly the sun can't set on it.
International military bases are no evidence of empire, especially when it's pretty clear (with one exception) that we'll leave if asked to go by the host government. I think, and hope, we don't leave Guantanamo until Cuba is at least as libertarian as Florida.
