When somone is called an engineer in an online news site, or indeed anywhere else, it implies no more than that they describe themselves as that. Anyone can call themselves an engineer and be so called.
Training as a professional engineer (say an MEng) is quite different and in Europe a big deal, with 4 years very hard work.
Having said that MEngs vary a lot from institution to institution and also a 3rd class MEng is not to be compared with 1st class.
Rossi no doubt will point to his Chem Eng (was it?) degree from Kensington Uni!

I must agree with you here. The link between Chu and LANR support in the article is very strained at best. If it is really based on anything Chu has actually said, done or written, we will see something more diffinitive than this weasil-worded piece shortly I'm sure.
