I just wonder if it's possible an overzealous bureaucrat would take an off the cuff joke by the president as a literal instruction to carry out.

An off the cuff joke may take on an additional dimension if the joker has the power to carry it out.

As for a clerk taking the joke as a directive, my understanding is that a lone clerk couldn't conduct the IRS abuses described by themselves.

One curious fact I picked up about the Boston Marathon Bombings today, there was enormous press and tv reporting of the first explosion, but almost nothing of the 2nd explosion 200 yards down the street, but given the casualties involved this should have had at least equal coverage.

The National Security Agency is currently collecting the telephone records of millions of US customers of Verizon, one of America's largest telecoms providers, under a top secret court order issued in April.

The order, a copy of which has been obtained by the Guardian, requires Verizon on an "ongoing, daily basis" to give the NSA information on all telephone calls in its systems, both within the US and between the US and other countries.

Why do you think it is curious? I saw both events as one event--they happened within seconds of each other, scarcely separated in space, and separated in time by a few seconds. They were done by the same people, both events were captured on video from several angles.

What do you think was curious? How do you think the events were distinct from each other such that they deserved different coverage?

One was very close to the finish line, so there were a lot more images of it, there were a lot more cameras there. I never saw first explosion victims listed separately from second bombing victims, did you?

Not to mention that the 'official' cameras were clustered around the finish line (first explosion) and not 200 yards back down the course.

There's no surveillance camera coverage of blast 2, including from before the event showing the suspects, very little smart phone pic and video from blast 2, and the press couldn't be bothered to walk 200 yards down the street where more people were killed or wounded. Then there's this little oddity.
