People just standing around because they haven't noticed the boom yet and the noise and shock haven't hit. This picture must have taken within second of the blast.

The shot is from ten or fifteen miles away, an hour or more after the detonation. If it's the shot I'm thinking of it was taken around 10:30am local time. The mushroom cloud has been ripped apart by the winds and a fair bit of it has already fallen out.

We need a directorate of science, and we need it to be voted on only by scientists. You don't get to vote on reality. Get over it. Elected officials that deny the findings of the Science Directorate are subject to immediate impeachment for incompetence.
