Yes, I agree. I'd say that was with intent. They'll do anything to prevent anyone getting any Obamacare. Can't have that black President getting any cred or anything. They might elect another one.

John McAfee of McAfee security software said last week that the unsecured OBama site has no direct links to the health care providers it directs people toward in each state, so any con artist can make a web site that looks official and collect all of someone's private information--the perfect identity theft scam. He said he predicted this would cause hundreds of millions of dollars in losses in just a few weeks.
This is probably why the web site was closed down the next day--to prevent this from happening--and why only 51,000 people signed up the first two weeks.

If I find myself compelled to visit that site I'm spinning up a virtual machine sandbox first, and assuming that whatever information I enter is not secure against some nasty character getting it. Given the reports I'm seeing, the site could well be hijacked for unfriendly intent, not just by the regime.
My usual choice of web browser and operating system is pretty secure against malware infested websites, but the current regime occupying the whitehouse inspires paranoia.

If you look at the above diagram and process, you also need to mentally apply the timeline across the top to see how ridiculous this plan was/is. The source document is dated March 2011. All four of the purple-colored phases have to be done by October 1 2013 – around 30 months. And most of the time (more than half) was dedicated to Concept definition through Requirements and Design. Development (3rd phase) did not begin until what looks like 20 months in. Give it a year at best.

HHS/CMS developed a fictional program, that’s the problem here. They threw in everything they could possibly think of, used the sure-to-fail big bang approach (all at once), shunned critical aspects of the waterfall approach over agile wanderings, and left no time for testing and tuning. Worse yet, I found statements were this was patchwork funded across state and federal programs. And there was no way to hold states to any schedule (says so in the Statement of Work). From top to bottom this was a fantasy.
