I understand the english language quite well considering it is my first language. I fail to see in your quote where it says LENR is the new Navy power source and where Rossi is mentioned. You do realize there is SPAWAR which is pro-LENR research and the Navy Research Lab which has a very bad track record with supporting LENR research. In all likelihood this is a death-knell for LENR in the Navy which is sad from a scientific research standpoint.
A researcher from SPAWAR went to see the Oct. 6th Rossi demonstration on their own dime, but more was made of this researchers' visit than was true. He was called a SPAWAR representative in the Fox News article, when in fact he was not representing them at all, and now the new Rear-Admiral as I understand it is trying to distance SPAWAR from Rossi and the LENR topic to avoid any potential embarassment.
If I want to take a play from your book, I could just as easily say that SPAWAR is cancelling all LENR research because Polywell has been found to be successful. There is no need to waste funding on other ventures now. It's really easy to make these conclusions like you did with little to no evidence.

The future of low-energy nuclear reaction research at the Navy’s Space and Naval Warfare Systems Center in San Diego, Calif., is at risk.
New Energy Times recently learned that a November 2011 story written by journalist John Brandon, published by Fox News, has led to potentially serious problems for this research group. The story was about Andrea Rossi’s “Energy Catalyzer” and suggested that it could be a “complete hoax.” We are still trying to learn more about the SPAWAR situation and will report details as soon as we can.
Evidence is pointing in the embarassment view which is sad news for LENR research.
