It doesn’t include revenues from increased economic activity. It's true Obama hasn't, for instance, forcibly shut down all U.S. oil wells, or denied all new permits, or declared fracking illegal. OTOH, it's also true he's inveighed against oil, suggested huge new oil taxes, implemented new regulations, and issued many executive orders that reduced production through means such as doubling the time required to get a permit, delaying the XL pipeline, etc, etc, etc.

Could it be worse? Sure. It's also a sure bet that under GOP leadership current/future production would be significantly higher than under Obama. Love him, hate him, ignore him, that's simply a fact.
