I read at one time about a program during WWII to stamp out thousands of cheap, single shot pistols and dump them by parachute into "enamy terratory (Germany for the historically challenged). Would that be an Il considered notion today?

The purpose of the single shot was to obtain a better weapon.

If there are enough people in enemy territory with a gripe against the enemy government, getting small arms into their hands could open a new front. Especially advantageous in the case of Iran if the people there could take a lead in deposing their corrupt regime. Might also work for North Korea.

Not the first time I've seen the idea proposed.
