Supply Chains for fusion

I watched that video where various fusion companies talked to a Congressional committee. Helion voiced concerns about supply chains. So a couple questions:
1. Do you see the increasing amount of money and new fusion private startups helping to build supply chains, talent ect?
2. Had the US been building fission reactors consistently (say 10 per year) for the last 10 or 20 years would/could that infrastructure, supply chain and knowledge be rapidly converted to building the first commercially competitive fusion reactor?
