I attended a lecture by William Shockley back in the 1970's. He was trying to sell eugenics and should have stuck to transistors. He presented his arguments, trying to use Hardy-Weinberg equilibrium as the mechanism whereby irreversible harm would be done to human genetics unless we instituted eugenics. The fallacy is that HW is reversible, and simply states that genetic mix varies according to conditions that favor a particular mix.

If you don't like the mix, change the conditions. His argument that slums concentrate and breed idiots is a good argument for working to improve economic conditions, education, etc.

The right has a kinder gentler way of dealing with the less that ideal. Jail them. It takes them out of the reproduction and economic pool just as effectively as murder and is not near so messy. But it is expensive. And it does create jobs for police, prison guards, lawyers, judges, and a whole host of others. And it creates sympathy for a welfare system.

What it does not do is create wealth. It is a dead loss to the system. With 5% of the world's population we have 25% of the world's prisoners. We have a bigger % of the population in jail than did the Soviet gulags. The South Africa apartheid system and a whole host of other evil systems you can name. Of course some of those systems made up for it with murder. So there is that.

We are up near 1% of the population in prison. Since about 90% are men that means 2% of men out of the production system. And without those men family formation declines. And that 1% of population requires another 1% to 3% of the population to administer the system. That is something like 2% to 5% of our system that is dead loss. That is a heck of a load to carry. We used to manage with around .2% in prison.
