Reviving an old 1970's space probe

A group of citizen scientists are trying to breath life into an old space probe, cheaper than building and launching a new one. Maybe there's a bunch of other old booster and satellite parts to make use of one day.

I seem to remember a plan was put forth to NASA to boost the external fuel tank to orbit to be used for a future habitat but it was scrapped as too costly to maintain.
I wonder what else we could use that is up there?
