Very little effort goes into stopping the paying. Why? For the vast majority the illusion of control is just too seductive.

No matter which major Party wins an election the size of government increases. That is a clue.

The nice thing about the Left is they don't hide their desire to control. The Right pretends to be the smaller government Party.

It was all much easier to figure out when the Progressives and Conservatives were officially aligned in the 1900 to 1930 period. Now they pretend antagonism while their governing philosophy "we can control you" is identical. The Right of that era was what we would call libertarian today. Their response to the Progressive Harrison Narcotics Act of 1914 was, "the Federal Government doesn't have that power". They were outvoted.

The country was still libertarian enough in 1920 that alcohol prohibition was done with a Constitutional Amendment. Nowadays no one bothers with such niceties. Not since 1937 at least.

And darn shame at that, because it didn't then and still doesn't.
