A drug that kills its users fairly quickly, and forces them to seek medical attention faster, rather than just leaving them with impaired mental functions... From a heartless utilitarian perspective a big step up from the run of the mill mind altering substances. I have to wonder, a deliberate feature from an evil genius intent on cleaning up society?

This is unfortunately not new. They were talking about the inroads this drug was making in Russia, then in other former USSR countries, and worrying about Europe, five years ago. Three years ago they finally caught someone with enough of it they could analyze it.
The surprise isn't it showing up here. The surprise is how long it took.

I believe the reason is all about cost, It is a expensive habit to be addicted to heroin.
This stuff is cheap and give you the same high. Worse side effects but the same high. The average user of this drug prefers to be high so there is less hustling and work involved in getting you next setup. Kinda the typical addicted behavior. And yes Simon I believe it works the same way for cigarettes, alcohol ect . People tend to addicted to what they can afford in some sort of relationship.
