I think it would mean the death of the entire General Aviation industry. You're in the same place as probably 95% of al GA pilots. Of those who can afford such a tax, mainly jet pilots I would think; many of them would be forced out of the industry because of the ripple effects. Most fixed base operators would go out of business and them who will work on what's left of the industry.
Hard for me to believe anyone would take this notion seriously, unless the attempt was actually to drive most of GA into the Light Sport Pilot base, with cheaper more fuel efficient planes. But even that is a deliberately destructive thing to do and I just can't believe anyone would think this wise.
