You don't build and they will come, you make the environment right and they will come and build it. I've been interviewing with hundreds of CT companies for jobs over the years and overtaxation and regulation have been the big reasons those companies don't expand. If the the taxes were lower CT would see a technology boom the likes of which the world has never seen.
