How do you get a police state in a once civilized nation?

1. Find a group that can be reviled
2. Gin up a hate campaign
3. Once the hate is up build a state apparatus to go after the hated
4. Once that is working and accepted use the apparatus against the general population.

In Germany they used an ancient hatred against Jews as the focus.

In America? Let me think. SWAT teams come to mind. Other than that I'm still thinking.
