Need physicist/EE help

I figured this would be simple enough to figure out, just look up the dozens of other people that had to have tried it:

The thing is very simple, and testing would be easy, provided a few bits of information: How big a plate you need for a given capacitor size, and if there's a size that works better than others. I would have thought that there would be a ton of info on this, if only because of how easy it would be for someone with a couple of caps laying around to test, but all I can find are a few youtube videos, some of which do show the system working, but none about how the setup is designed.

Anyone have any ideas what kind of parameters to start with on this?

I actually saw such a device at Nuke Power school at Mare Island.

All you need is an antenna and a 50 uA meter. And it is not cosmic rays. It is the potential field in the atmosphere.

I've seen antennae based systems that also claim a high power yield. I'm more interested in Tesla's device, but there's very little in how to set it up and how much plate or antennae or whatever you need.
