They believe the Qataris delivered between 50 and 60 of those same Stingers to the Taliban in early 2012, and an additional 200 SA-24 Igla-S surface-to-air missiles.

I believe the same thing happened during the Russian invasion/occupation of Afghanistan starting during the late '70's....we (Carter and then Reagan administration) sent military hardware including hand held surface to air (stinger) missiles to help the "Mujahedeen"; they worked against Soviet air power, contributing to the Russian pullout. The missiles then found their way to terrorists; the Mujahedeen metastasized into the Taliban>> Al Qaeda.
