Actually the criminals charge for it, and it was removed from distribution to humans in the '50's long before becoming a street drug because of psychotic reactions.
Legalizing as a recreational drug would cause the pharmaceutical makers to get sued over violent incidents, while it's probably easy to get the bad rep keeps usage down.

PCP is a synthetic drug sold as tablets, capsules, or white or colored powder. It can be snorted, smoked, or eaten. Developed in the 1950s as an IV anesthetic, PCP was never approved for human use because of problems during clinical studies, including intensely negative psychological effects.

Skimming over the paper and its supplements, it appears that some kind of statistically significant effect has been documented.
You should be extremely ashamed in how "hollywood liberal" you sound.

VA Medical Centers without a specific PTSD Program do offer PTSD Treatment. Contact your local VA Medical Center and ask for the Mental Health clinic.
Many Vet Centers and VA Community Based Outpatient Clinics also offer PTSD treatment. Loves park has such a center if you believe you have a PTSD problem
