Technically, Valkyrie was an assasination/coup attempt. The war on drugs would be more in the way of an ongoing conspiracy to establish dictatorship by degrees. 911,7/7, Tonkin Gulf and the Maine sinking would better define as false flag operations.
I doubt that Obama would dare to create a dictatorship within a 1st or 2nd term. Rather, he would lay some of the groundwork for his successors.

My point about Valkyrie was in a sense philosophical.
