M2P2 with electron inflation

I was thinking this morning about tech to clear orbital debris electromagnetically, and drifted into the idea of an M2P2 device with the magnetic field inflated by electrons rather than a neutral plasma. Such a space charge would attract positive ions, but I'm thinking that as long as the ions don't combine with and neutralize the electrons, the M2P2 system isn't impaired.
