Somebody who will ...not accept no for an answer. None of the High Speed Rail projects being proposed will happen without some body with thunder and drive. If you want high speed rail, you need somebody with the power to get it done with drive to be willing risk it all including your own destruction to get it done.
When The New Haven railroad created the basic technologies for high speed rail JP Morgan risked the New Haven and indeed his own reputation to get the wires up and in the end was failed by his own death. When Richard Atterbury string the wires over New Jersey and created the Northeast Corridor he again bet the Pennsylvania RR company and this time the gamble succeeded in the worst of times, When Shinji Sogo embarked on taking Japan National Railways into the 21st century there was nobody who would stand in his way and whine the Shinkansen was finished nobody who even acknowledge the man who built it. If your are not wiiling to make the commitment for real don't waste the public's money with endless studies and environmental reports.
