Just to be clear, its not approval of usage, I would prefer and I encourage no drugs or drink. IMHO its just a bad idea all around.

Even animals drink when they can find it. Same for drugs. Bad idea? Maybe. But you can't stop it with laws and trying to do it that way is very expensive. For no result. Or worse - negative results. Typical government program. Which is still rather popular on the anti-government right. Go figure.

Funny too is that drugs are the one place the left is anti-government. You would think alliances could be formed on the issue. Nope. Divided and conquered.
