I would assume the hitch in his scheme is energy losses from protons that completely miss any boron nuclei. There is no provision in his scheme to recover the lost energy from these protons. Sure, you'll get some fusion... just not enough to be energy positive. That's what the Polywell claims to cure: ions that don't fuse get returned back to the core for another collision.
