Yeh. IBM scores a nice contract. A team of their salespeople and execs get a fat bonus. Equipt moved in, installed & warmed up by competent, well-paid teams of foreign contractors. After that? >Shrug<

After that every physics and engineering post graduate student or even doctoral candidate with a big computational problem not to mention assistant professors will apply to the King Abdullah University of Science and Technology (KAUST). One or two of them will hit the big time because they are able to crack their problem computationally and thereby bring fame and glory to the King Abdullah University of Science and Technology (KAUST). After that, the King Abdullah University of Science and Technology (KAUST) will be "the" place to work on science and technology innovations, or so the Saudi's have it planned out.
It could happen that way ...
