The problem is the neutron economy of toks is marginal already.

What nuclear waste? Oh, do you mean all that wonderful nuclear resource sitting in all those casks? Return the Uranium to LWRs (or perhaps better still, CANDUs), use the TRUs to charge new LFTRs, and the FPs can be partitioned for many useful purposes. There will be very little "waste" to be delt with.

Tokamaks are probably the worst reactor layout for something like that. John Sloughs FRC colliding beam reactor would be simpler, cheaper and better suited. Plus it would allow to actually generate energy from the waste.
