The abstract mentions a billion electrons. It would have to be scaled up some, like ~ 10^12 times.
I suspect it would work better than a headlight fillament which emits omnidirectionally at low voltage. The high voltage on the magrid would quickly pull them towards a central location both due to the symetric electrical field on the magrid can surrounding the cusp, and the converging magnetic field. A collumated tight beam starting point may help some, but how much is an open question.

I'm not a vacuum tube guru, but I recognize the importance of that perspective. Many seem not to appreciate what has already been practically demonstrated with vacuum tubes. Bussard lamented this condition in younger physicists. At least one plasma physicist on this forum in the past has avoided challenging or discussing vacuum tube issues when they have been presented as counters to his arguments.. This has given me the impression that he is naive towards this technology.
