Looks like the dwarf's penny farthing has toppled over whilst he was trying to reach for the pedals...

On a related note: The EUs wanted a delay until 2020 but the other partners (US?) wouldn't hear of it. So 2019 was agreed. Now that is the management schedule. Any connection to reality is tenuous at best.
