Actually, it would probably be a thermo nuclear bomb... but for fusion reactors Jet is still the leader. I have a friend who is now coordinator of the ITER Design Review, but used to work at the JET. I remember him telling me that purely computationally, they actually got a Q >1 for a few microseconds once, or something like that...
Old news. I think these numbers came from JET runs in the 1990's- ~80% of breakeven, while ignoring the 100s of MW necessary to run their non superconducting magnets.
Also, I believe that the Japanese Tokamack camp has claimed Q>1 with their machine. They used D-D fusion, but extrapolating this to D-T fuel results in their claims.
