Perhaps lead cooling of the outermost layer of the coils is an option? Then it could be kept at zero pressure. Or at least no more pressure than is needed to keep the coolant flowing. There is certainly a lot to find out about the polywell. Even the fundamental principle is yet to be proven. My idea was that those losses should be somewhat size dependent. With a larger coils you have a larger confined volume where the reactions occur and you dont have to push that much electricit...
