I love failed attempts at blocking out sources!

1. University of Wiscousin 1500 Engineering Dr, Madison, WI 53706 Phone: (608) 263 -1694  This university offers the services of faculty with considerable knowledge of confinement schemes appropriate to aneutronic fusion. However, they do not offer the knowledge of the energy conversion and other system integration complexities of spacecraft applications which is required by NASA at this time.
2. Tibbar Technologies 1227 Big Rock Loop, Los Alamos, NM 87544 Phone: (505) 662 -2881  This company offers a consultant with considerable knowledge of confinement schemes appropriate to aneutronic fusion. However, they do not offer the knowledge of the energy conversion and other system integration complexities of spacecraft applications which is required by NASA at this time.
3. MSNW LLC 8551 154th Ave Redmond, WA 98052 Phone: (425) 867 - 8900  This company offers considerable experience in advanced fusion development and of some confinement techniques appropriate for aneutronic fusion. However, they do not offer the knowledge of the energy conversion and other integration issues associated with the spacecraft applications of aneutronic fusion which NASA requires at this time.
.
4. Lawrenceville Plasma Physics 128 Lincoln Blvd. Middlesex, NJ 08845 Phone: (732) 356 -5900  This company offers clear expertise in advanced plasma confinement concepts applicable to both neutronic and aneutronic fusion technology. However, they do not offer the knowledge of space applications of aneutronic fusion which required by NASA at this time.

5. Decysive Systems 813 Calle David Sante Fe, NM 87506 Phone: (505) 988 -7502  This company offers a consultant with solid expertise in the technology of aneutronic fusion power. However, the company does not offer the knowledge of spacecraft applications of this technology which NASA requires at this time.
6. HTS-110 69 Gracefield Rd. Lower Hutt, New Zealand 5040 Phone: + 64 4 931 3000  This company presents as having excellent credentials in the design and manufacture of high temperature superconductor magnets. However, they offer neither the expertise in aneutronic fusion power systems nor the knowledge of spacecraft applications of such systems that is required by NASA at this time.

The first link doesn't work for me and because I recently had a similar problem I tried it 3 times. The second link is a WOW! link.

Is this a solicitation for aneutronic fusion approaches to be funded at JSC?

Paul March is the guy to clue us in here. Looks very exciting though. I'd guess the Poly has the leg up in such a competition, and the Dense Plasma Focus not far behind.

Any idea why this is non-competitive?

the fpds.gov link does not seem to work for me. I get a blank page in both IF and FF.

Well yeah, but if this "Electronic Power Research Institute" instigated the issue by approaching NASA with an offer, that would explain why a closed solicitation.

Would love to know how you read the blacked-out text....

At $.5M, I don't think it's going to be *very* exciting. Sounds more like some kind of feasibility review?

edit: maybe along lines of http://dl.dropbox.com/u/5095342/000000000001025636.pdf ?

The secret is that it's not actually blacked out *dun dun duhhhhhhhhhhh*
Select All, copy, paste into notepad, you have everything. Administrative types are absolutely terrible at using products like Adobe Acrobat properly, not to mention Acrobat is crap anyways.

If you read ScottL's post you will note that none of the companies mentioned are satisfactory. I suspect they will keep at it till there is one then sole source that one due to lack of viable competitors. Just a guess.

Oops, just re-read the .pdf and seems they DID the required market research and found none BUT the selected could do all parts. So within the meaning of competition, they did compete.

Don't have time to try it - is it not something simple like "select-all ; copy-paste to another text field" ?

You guys really do have too much time on your hands. This sole source acquisition is simply a continuation of a small, (A few part time PHD folks at most), study contract that allows the NASA/JSC engineering directorate to keep track of the ongoing R&D into the Hydrogen/Boron-11 aneutronic reactor subject to see if and when further internal studies should be started on this topic. I say "start" because there is currently no such internal aneutronic power generation studies going on here at JSC at the momenent. In other words this is just a due-dilegence border watching of a topic that could have great impact on the mission of JSC, if it were to ever reach a point where it might actually work.

Best,
