DOE Labs in Crisis?

I just was this post on a blog about how some generous benefactor gave Fermilab 5 million, not for some program or new experiment, but for the general operating budget. Have we gotten so poor that we can no longer get basic funding for stuff like this:

Seriously, each federal department should create their own budget, rather than having a congressman force specific funding down their throat.

Earmarks suggest to me that we are in a late stage of the Republic.

Auctioning things off eh?

I wonder if anyone here can pick up a vacuum chamber the right size?
How about turbo-molecular pumps?
Gate valves, pressure sensors, leak checkers etc. etc.
Power supplies?
High voltage high current switches?
All those puppies are expensive.

You could save a bundle if they are at fire sale prices.
