Isomer batteries

I followed some internet arguments about nuclear isomer batteries or bombs a year or two ago. Some claiming that the decay rate could be controlled with light- visible light to gamma rays, and others ridiculing the concept that nuclear processes could be effected by non nuclear energies. While conceeding that very energetic photons could could effect nuclear processes/ decay rates, doing so with modest powered visible to x- ray frequency based lasers was silly. But, I have seen several hints that this might be possible, at least for the battery, and other scientific applications.
