The Romans tried what we would call socialism in their collapse phase. It didn't work. In fact it made things worse.

Just finished reading "In The Shadow of The Sword" about the rise of the Islamic Empire(and decline of the Byzantine Empire). Another good source would be Bill Warner's dynamic battle map.

Every institution which is supported by coercion, by law, by politics, becomes a concretion resisting redirection of societal resources towards change necessary to adapt to new, changing circumstances. The "more laws" the more resources are dedicated to then relatively unproductive ends. When the Roman Empire fell, the good nutrition seen in the bones of most of its population rose, and that the more true the further from Rome the bones were laid, all in all.

I agree, most laws end up being passed to keep the Status Quo rather than develop innovation.
Polywell seems to be one of the victims of that process.
I am not a nuclear physicist, but play one on the internet.
