Using propellant for emergency cooling would be a last resort. During non-thrust periods, the CO2 cycle can be used for some cooling--ideally the reactor can be designed to allow for a lower flow rate which doesn't provide enough moderation for a chain reaction, but is enough to let you generate power.

One tenth power makes me think my safe mode would work. If the reactor can handle that heat without active cooling(helped by not being a solid core only design) catastrophic failure of mechanicals that leave you without any cooling you don't have to worry about a disaster. Assuming of course it doesn't happen during launch.
