Culture is people. To win a culture war you need to win people. The mistake the right makes (and the left is making) is to think they can win a culture war by imposition and avoid the hard work of winning people.
You can't win a culture war by passing laws. It HAS to be done by convincing people. All laws do is convince people of the weakness of your position because "if they need enforcers what they are offering can't be that good."
Fortunately there appears to be more than enough stupid to go around.
