I saw this story and thought is was silly. A typical misrepresentation ploy.

Girogio, I guess we should tell you, we have been buying the fish from North East Japan. Have a safe trip.

I bet this FBI Agent Guy Hottel was a practical joker who knew how to pull on J. Edgar's monkey chain. Plus he knew that when his memo was declassified in 50 years it would get even more people with the prank.

Yeah, you didn't get ahead in the FBI under Hoover by pulling pranks. That was typically a career ender.
