After seeing those results, I decided that what is meant by "stable" is not "safe" but "relatively constant". In other words, if you unplug it, it stops generating heat, goes cold and is, therefore, "unstable".

I am afraid you and me see at importance of this topic from different points of view. Being here for me is something like exercise in English when there is no something else - more interesting.
And you are wrong about "many hours". Last week I was not at this topic at all. I am sure. As I was busy and had not time for this. Sometimes I spend here some time. For example when I have read the current advertising message of Mr. parallel which has seemed to me absolutely not representing to facts.
So I quite can miss something.
And, so, where is link on non-steam test? Is there better calorimetry?

I could not find such information except: "Someone's aunt said"
Or may be Rossi's blog "Dear.... We tested, The building is underway.. warm regards, AR" I do not read that.
I am talking about evidence from competent and at the same time uninterested (neutral) sources or at least video like to unsuccessful demo of 5kW device.

I confirm
The energy measurements will be made only on the water heated by the reactor’s primary circuit in the heat exchanger that will heat the water using the steam made by the reactor. The steam will be in a closed loop, and will be condensed by the heat exchanger; one thermometer will be put along the water circuit at the input of the heat exchanger and one thermometer will be put at the exit of the heat exchanger, so that the delta T to calculate the energy will be taken only from the liquid water flow of the secondary circuit. This of course will penalize us, because some energy will be lost in the heat exchange, but the energy we produce is so high that we can accept it. The E-Cat will work also in self sustained mode. We have invited selected scientists from Sweden, USA, France, G.B., Germany, Italy, Greece, Japan, Cina, Russia.
Every component of the circuit will be inspected and weighted before the test, and also external measures will be taken of the reactors.
The test will last at least 12 hours. At the end all the components will be again disassembled, weighted, etc.
Measurements will be taken from a specialist expert to accertain that no radiations modify substantially the background radiations of the room.

The primary circuit has its pump and the secondary ciscuit has its pump: between the primary and the secondary circuit there is not communication, they just exchange he4at. The water rate is measured by a standard flowmeter.

Levi's 18 Hour non-steam test HAS been done, last spring some time. Not a bluff, real. But, the results were questionable... again. The 12 hour dual circuit test has NOT yet been done.
18 hour non-steam, past. 12 hour dual circuit, future. Got it?

It seems that Ing. Rossi continues to confound his critics who have forecast evasive behavior and long delays for the scheduled test in October.
The critics have gone rather quiet except for the one who changes the gender of all reporters to aunts.

So, now we are on the threshold of finding out whether the E-Cat really works, how many of the earlier critics who were so vocal about their certainty that Rossi was a fraud and LENR never happens, have the guts to now confirm their earlier positions?

At least Rossi has provided us with much entertainment that makes a pleasant change from the lack of news about the Polywell.
