That's an unfortunate assumption because currently liquid carbon chain fuels are the highest chemical energy density. Lithium ion batteries don't even come close. I suppose it wouldn't be a bad thing for joule unlimited to hire a genetic ethicist (?) to assist them in evaluating some of the consequences of their bacteria escaping into the wild somehow.

I don't see that as being bad or unwise, I think I could even support that idea.
