That doesn't mean there can't be a long-term trend for the average concentration of water vapor. But there isn't. Maybe you've noted this mysterious phenomenon where water falls from the sky. So because rain exists there can be no change in the average concentration of water vapor in the atmosphere...

Given that water constantly evaporates somewhere on Earth, why does it matter how long an individual molecule stays in the atmosphere?
