some options in plasma simulation
https://en.wikipedia.org/wiki/Particle-in-cell#Electromagnetic_particle-in-cell_computational_applications A mix of codes, under various licenses. Seems to be an emphasis on laser / plasma interaction in the listed codes. Documentation isn't entirely clear for setting up simulations for some of the...

In sane courts with a competent prosecutor, jurors are given the option of finding guilty lesser included crimes from the primary charge. Such as finding guilty for second degree murder when the defendant is charged with first degree but the element of premeditation is unproven.

If you're requiring the driver (or bot) to make a spot check to not hit you when you're crossing the street, you're doing it wrong.... crossing the street outside of a crosswalk ...
... Though this incident does illustrate a bug in the system that it didn't avoid the obstruction in the car's path.

Trying to disarm the common citizen is a Very Bad Idea. - As Diogenes says, you can't prevent criminals from obtaining weapons. You can make it more difficult by prohibiting convicted criminals from having them, but criminals are well known for doing what the law forbids. - Cops can't protect you in...

- Often in the real world a "first responder" is a private citizen who happens to be present when something happens. - I take a generally very dim view on exempting police from the law the rest of us are expected to follow.
