There could be some sort of equilibrium with ions in a generally tighter ring than the electrons but with the distribution...

The Maxwellian distribution is essentially a Gaussian normal distribution in each of the three velocity components, centered on zero (no average velocity in any direction, but of course the average scalar speed is not zero because the odds of all three velocity components being zero at the same time...

The "equalization grid" IS the trap grid. The outer shell should be at +1.7 MV, and the trap grid should be at ground, so it assumes the burden of all the negative charge required to go from almost 2 MV to 0. By Gauss' Law the high-voltage shenanigans out there will be invisible to anythin...
