I guess I need to consider whether or not my idea is compatible with Heidi Fearn's recent paper on HN theory: http://arxiv.org/pdf/1412.5426v1.pdf

It only considers the relativistic field equations. It doesn't get into quantum mechanics.

Just finished the book (http://www.worldscientific.com/worldscibooks/10.1142/p993) and I have to say it's fascinating, and quite approachable for an educated non-mathematician, more so than Woodward's book, which is admittedly targeted at engineers. Indeed, Wheeler-Feynman Absorber theory (which is not mentioned at all in the paper) immediately sprang to my mind while reading it. That said, I wouldn't dismiss the paper completely out of hand, as this may point to an electromagnetic parallel to Mach effects hiding within SRT.

Not sure where this paper is trying to go. It's already generally observed that radiation reaction forces (and their gravitational analogue of inertia reaction forces) occur instantaneously.
